Operating Conditions

Condition 1 (C1) – Reduced Operations

  • The Chancellor has determined that adverse weather or another emergency event has, or is likely to have, an impact on the local area.
  • Campus is clear for both foot and vehicular traffic.
  • Classes may be in session, delayed or canceled. Most offices are open and employees are expected to be at work.

Note: Employees and students should always exercise good judgement when determining if they can get to and from campus safely.

Condition 2 (C2) – Suspended Operations

  • The Chancellor has determined that adverse weather or another emergency event has, or is likely to have, an impact on the campus.
  • Safety risks or logistical challenges are more severe.
  • Classes and other activities are canceled, unless advised otherwise.
  • Students and non-mandatory employees should avoid traveling to the area. Only mandatory services are open.

Note: Non-mandatory employees must account for missed time. Any non-exempt mandatory employees required to report or remain on campus will receive equal time off on an hour-for-hour basis.

Condition 3 (C3) – University Closed

  • The University has obtained approval from the president of the University of North Carolina System to close because a severe and sustained adverse weather event or other emergency is impacting or will impact campus.
  • Classes and other activities are canceled, unless advised otherwise.
  • Students and non-mandatory employees should avoid campus. Missed time is excused.

Note: UNC Charlotte cannot independently declare a C3 event. Because of this, non-mandatory employees should be prepared to account for missed time unless otherwise notified. Any non-exempt mandatory employees required to report or remain on campus will receive equal time off on an hour-for-hour basis.

Decision-Making Process

The Office of Emergency Management (OEM) collaborates with Police and Public Safety, the Incident Management Team and other entities (both on-campus and off-campus) to assess potential threats to campus on a 24/7 basis. When a threat or potential threat is imminent, action is taken. This could mean closely monitoring the situation to predict the next move and assess potential damage, or taking immediate action.

Operating Condition Change

The decision to move the campus’ operational status from regular operations to modified operations (C1, C2 or C3) is a complex process. Many individuals from across the University and the state can be involved in this decision.

Modified condition changes may occur for a variety of reasons, which may include severe weather, general safety concerns, aftermath of a tragedy, etc.

Each scenario requiring a change to campus operations is unique. Generally, the process in modifying the campus operational status follows this sequence:

  • Event or threat of an event occurs.
  • University representatives convene to discuss the possible need of a condition change.
  • All representatives discuss and agree on the decision to alter the campus operating condition from its current status (regular operations, Condition 1 or Condition 2) to a modified status (Condition 1, Condition 2 or Condition 3).
  • Proper communication is disseminated, often via a NinerAlert.

Once the threat is over, the campus representatives reconvene to determine if the condition change can be lifted and regular operations resumed.

Weather Threat

The process of determining a weather-related threat to campus can be complex. There is often a process of estimation and best practices that applies when determining weather patterns and their potential impact.

In this area, common weather-related threats include, but are not limited to, severe thunderstorms, tornadoes, flooding, hurricane-related impacts and snowfall.

Once a threat or potential threat of severe or unusual weather is imminent, the Office of Emergency Management will closely monitor and track the storm’s progression and projected path. If the campus is in danger, or could be severely impacted, a question of altering the campus’ modified operating condition may ensue.

Once the storm, or threat of the storm, is over, OEM personnel will evaluate the aftermath, as necessary, and suggest any further changes to the campus’ operating condition. After an “all clear,” the campus will return to regular operations.

If the National Weather Service issues a severe weather warning, a NinerAlert is automatically sent to the campus community.

FACULTY

In What Operating Conditions Are Classes Canceled?

Classes are canceled in both Condition 2 and Condition 3, unless otherwise advised, and faculty should avoid campus. In some cases, classes may be delayed, canceled, or virtual in Condition 1.

What Does A Condition 1 (C1) Declaration Mean to Me?

In a C1 declaration, classes are still in session, but in some cases could be delayed, canceled, or virtual. Faculty are expected to teach as scheduled. However, you should always exercise good judgment on your ability to reach campus safely.

What Should I Do if I Cannot Make it to Campus to Teach My Scheduled Classes When the University is Open?

If you cannot teach your scheduled classes, you should consult the UNC Charlotte Academic Procedure: Schedule Interruption Guidelines and contact your department head to discuss alternative arrangements. Additionally, you should reach out to your students to update them.

If My Students Cannot Make it to Class When the University is Open, Should I Refer Them to the Dean of Students Office to be Excused?

No. While the Dean of Students Office can help verify absences in the case of illnesses or family emergencies, it is up to you to determine appropriate accommodations for students who are unable to make it to class in a C1 situation.

Do I Have the Authority to Close My Department or Office and Send Individuals Home During Condition 1?

No. It is expected that the University will remain open. If staff levels prevent an office from opening or remaining open, the next level of management should be contacted to determine how to operate with reduced staff.

How Can I Prepare for the Impact of Adverse Weather Events in My Class?

Review your attendance policies with students early in the term. Be aware of the UNC Charlotte Academic Procedure: Schedule Interruption Guidelines and associated resources provided by the Center for Teaching and Learning.

STAFF

What does a Condition 1 (C1) declaration mean to me?

Mandatory employees are expected to report to work as scheduled in C1.

Non-mandatory employees should report to work as scheduled as long as you are able. If you cannot safely report to work, you may work remotely with the approval of your supervisor. If you cannot report to work or work remotely, you should discuss with your supervisor how you will account for missed time.

Do I have the authority to close my department or office and send individuals home during Condition 1?

It is expected that the University will remain open. If staff levels prevent an office from opening or remaining open, it is suggested that the next level of management be contacted to determine how to operate with reduced staff.

What do I do in Condition 2 (C2)?

Mandatory employees are expected to work as expected. Any non-exempt mandatory employees required to report or remain on campus will receive equal time off on an hour-for-hour basis.

Non-mandatory employees should not report to work. However, time missed must be accounted for in consultation with the employee’s supervisor. See the question below for ways in which employees can account for their time. It is important to note that if you have a teleworking agreement in place with the University and you are capable of teleworking (e.g., you have access to University-approved or authorized computing equipment and necessary utilities, such as power and the Internet), you are expected to do so. If you are unable to work due to loss of utilities, you should notify your supervisor and account for your time missed.

What do I do in Condition 3 (C3)?

Mandatory employees should report to work as directed by their supervisors. Any non-exempt mandatory employees required to report or remain on campus will receive equal time off on an hour-for-hour basis.

Non-mandatory employees should not report to work. Any missed time is excused. If you have a teleworking agreement in place with the University and you are capable of teleworking (e.g., you have access to University-approved or authorized computing equipment and necessary utilities, such as power and the Internet), you are expected to do so. If you are unable to work due to loss of utilities, you should notify your supervisor and account for your time missed.

What is the difference between Condition 2 (C2) and Condition 3 (C3) for staff?

The primary difference in C2 and C3 is the need for non-mandatory employees to account for missed time.

In C2, non-mandatory employees must account for any missed time from work.

In C3, any missed time is excused for non-mandatory employees.

The University, however, can declare a C3 situation after consultation with the president of the University of North Carolina system. In most cases, the University will not know if a C3 recommendation is accepted until after an event has ended. Therefore, non-mandatory employees should be prepared to account for missed time unless otherwise notified.

If a C3 condition is declared, any missed time already accounted for in the Kronos system will be returned to employees.

What should I do if I cannot make it to work when the University is open?

If you cannot make it to work in a C1 situation, you should immediately notify your supervisor to discuss how you will account for your missed time. Please see the question below for ways you can account for time.

How do I know if I am a mandatory or non-mandatory employee?

The designation should have been made clear to you when you were hired or subsequently by your supervisor. A more detailed description of the difference between the two designations is available on the human resources website. If you have any questions about whether you are a mandatory employee, you should speak with your supervisor or contact the HR office at 704-687-0669.

What are the ways non-mandatory employees can account for their time in Condition 1 or Condition 2?

Non-mandatory employees should consult with their supervisors to determine which of the leave options best serves the needs of the employee and their office, as outlined in PIM 12: Accounting for Time Not Worked Due to Hazardous Weather or Other Unusual Conditions.

I was not aware that campus was in a Condition 2 (C2) status and reported to work as scheduled. Am I required to leave?

Yes. Unless you are a mandatory employee, or otherwise required to report to work by your supervisor, you are not to be on campus during a C2. This is for your own safety, as well as to allow mandatory employees an opportunity to restore the campus to safe and accessible operating conditions.

I received notification that the campus was going into a Condition 2 status in the middle of my scheduled work day. Can I work the remainder of the day?

No. Please see question above.

I have a teleworking agreement in place with the University. Do I still have to work during a Condition 2 or Condition 3?

Yes. If you have a teleworking agreement in place with the University, you are expected to work normally if you are capable of doing so (e.g., you have access to University-approved or authorized computing equipment and necessary utilities, such as power and the internet). If you are unable to work due to loss of utilities, you should notify your supervisor and account for your time missed.

Can UNC Charlotte independently declare a Condition 3 (C3)?

No. A C3 can only be declared in consultation with the president of the University of North Carolina system. In most cases, the University will not know if a C3 recommendation is accepted until after an event has ended. Therefore, non-mandatory employees should be prepared to account for missed time unless otherwise notified. If C3 is declared, any missed time already accounted for in the Kronos system will be returned to employees.

I was on leave or in another location (e.g., a conference) during the time the University was approved to be in Condition 3 (C3). Do I get additional time off?

No. The C3 status applies only to employees who were impacted by the event on campus. If you already were scheduled for time off or were planning to be in another location, you were not impacted by the events on campus and will be charged time off as planned.

If the University is in Condition 1 (C1) and classes are in session, but a student calls to say they can’t make it to campus, where should I refer them?

Students must contact their professors directly to inform them of their situations. Each professor makes the decision as to what accommodations can be made for missed classes. The Office of the Chancellor, the Office of Academic Affairs and the Dean of Students Office do not make determinations about student attendance during adverse weather when the campus is in C1.

STUDENTS

What does a Condition 1 (C1) declaration mean to me?

What should I do if I cannot make it to classes when the University is open?

If you cannot attend classes, you should immediately contact your instructors to inform them of your situation. It is up to each individual instructor as to what accommodations can be made for missed classes.

If on-campus classes are canceled in a Condition 2 or Condition 3, does that mean my online class is canceled?

Your online class should not be impacted. However, if you have any questions or you cannot participate because of lost utilities, contact your instructor directly.

I live on campus. Will the dining halls, library and other services still be open in a Condition 2 or Condition 3 situation?

Maybe; limited services will be available based on staffing and available supplies. Visit www.charlotte.edu and/or monitor social media for a list of what is open.

I live off campus. Can I still come to campus to use the library, dining halls or other services in a Condition 2 (C2) or Condition 3 (C3) situation?

If a C2 or C3 situation has been declared, the chancellor and other administrators have determined campus conditions are too hazardous for travel. You are encouraged to avoid campus.

What does my student need to do if a Condition 1 (C1) is declared by the University?

In a C1 situation, classes are in session, but could be delayed or canceled. Your student should always exercise good judgment when deciding if he or she can navigate to and from campus safely. If she or he cannot attend class, she or he should immediately contact her or his instructors to inform them of the situation. It is up to each individual instructor as to what accommodations can be made for missed classes.

What should I do if my student cannot make it to classes during a Condition 1 (C1) situation?

If your student cannot attend classes in a C1 situation, you should advise your student to immediately contact each of their instructors to inform them of their situation. Because each class has its own requirements and assignments, accommodations for missed classes are made at the discretion of the instructor.

In what operating conditions are classes canceled for my student?

My student lives on campus. Will services, like dining halls and the library, be available in a Condition 2 or Condition 3 situation?
